How void space and dimensional weight affect shipping costs

Most carriers calculate shipment cost using dimensional (volumetric) weight - the size of the box divided by a divisor like 5000 cm³ per kg in metric or 139 in³ per lb in imperial. If your box's dimensional weight exceeds the actual weight, you are billed for the dimensional weight instead. For example, a 20 cm × 20 cm × 20 cm box holds 8,000 cm³, which equals 1.6 kg dimensional weight - even if your product weighs only 0.5 kg. Downsizing to a box that tightly fits your contents can dramatically reduce billing weight and cut shipping costs by 20-40% in many cases.

PPWR Article 24 compliance and the 50% empty space cap

The EU Packaging and Packaging Waste Regulation (PPWR) Article 24 is coming into effect in stages. Starting 12 August 2026, companies must take general steps to minimize empty space. From 1 January 2030, a mandatory 50% cap on void space ratio applies to e-commerce, transport, and grouped packaging - meaning the empty space cannot exceed 50% of the total box volume. This calculator shows whether your current box complies with that future limit and suggests box sizes that would. Filler materials (bubble wrap, air pillows, foam) do not count toward reducing void space under PPWR - only the actual product volume counts.

What is the exact formula for dimensional weight?

Most carriers use: dimensional weight (kg) = box volume (cm³) / 5000 for metric, or dimensional weight (lb) = box volume (in³) / 139 for imperial. This calculator uses these standard divisors. Some carriers may vary slightly, so check your carrier's specific formula on their website.

If I use packing material, does it reduce my void space for PPWR compliance?

No. Under PPWR Article 24, packing materials such as bubble wrap, foam, and paper all count as empty space - they do not reduce your void space ratio. Only the physical volume of the product itself counts toward fill. This is why the calculator lists packing efficiency separately from the PPWR void space ratio.

When does the 50% PPWR limit become legally binding?

The general minimization duty begins 12 August 2026. The specific 50% empty space limit becomes legally binding from 1 January 2030, once the European Commission releases the official calculation methodology. If your business ships to EU customers or uses EU packaging, start planning now to downsize boxes and meet the coming requirement.
